That looks like more than one puncture, and if so very close together. I’ve had a triple puncture in an inch square section before and my tyre shop said it wasn’t repairable because of how close together they were. Holts Tyre Weld states it isn't a permanent solution, so is there anything more I can do save replacing the whole tyre?

When I worked at a tyre place briefly (school work experience) we would patch closely packed multiple punctures with one big patch. That garage was less than safe in its business practices though, its now shut down.

The only puncture repairs I’ve seen require drilling of the puncture and insertion of a rubber bar with a pad on the end which is glued in.

I could try a bicycle repair kit, that would be fun...

We would pull out whatever punctured the tyre, rough up the surface a bit, the glue a heavy duty patch down.

It can’t hurt trying that right?

I think the holes are indeed so close they can’t drill the holes for the plugs, yet far enough apart to not be able use to the biggest plug they have.

Plug it and hope for the best. Worst case, you’re out a couple of plugs. Or put a tube in it if you’re really worried.

if the punctures are on the edge or are outside of the belts, then the tire is toast.
